The battle pass has been the destination for all new skins so far in OW2, however, the Clockwork skin is one that is exclusive to the Overwatch League shop.

So, in short, this skin can't be unlocked via challenges, but players will be able to obtain it via purchasing it with Overwatch League Tokens.

So, you're essentially going to have to fork over around $20 USD in order to purchase this skin from the store, as the prices of Overwatch League Tokens has gone up in OW2.
